50 % tariff reduction campaign gains momentum: RWAs of East Delhi has this time led the way in the campaign to press for a rationalisation of power tariff where the surcharge on account of theft is not passed on to honest consumers. After the launch of this campaign by the Vishwas Nagar RWA, varius prominent RWAs of Mayur Vihar III, Federation of Dilshad Garden RWAs and the IP Extension colonies and Mayur Vihar II [ slated for May 30th] have organised meetings on the issue to make their residents aware of this gross illegality and take this campaign forward. Please photocopy these and distribute in your colonies to ensure every resident is aware of the dimensions of the cheating that we are being subjected to thanks to a convenient policy framed by the DERC  and the Government to the benefit of DISCOMS.

High Court admits petition against DVB privatisation: The HC has admitted a PIL questioning various irregularities in the case of the privatisation of DVB and the consequent arrangement of giving contracts to private parties without due diligence. The HC has made the Government of Delhi, the DISCOMS as respondents even including the CBI asking why it had not taken action against the entity in spite of clear indication of irregularities. You may recall that the DVB privatisation was castigated by three independent authorities viz: the CAG, the Standing Committee of Parliament on Energy and the PAC for obvious irregularities in the process of privatisation.

Role of RWAs in the demolition and sealings issue: Media has publicly castigated the role of RWAs in the sealing and demolitions issue stating that they made perfunctory noises and then receded on the issue without much effect. We believe that this statement is an indictment of some RWAs of prominent areas of South Delhi whose office bearers are on record of having said on TV and in print that they would go to court and then did not do so. We are pained that such tactics only serve to reduce the credibility of the RWA movement that we have tried so hard to create and that we must refrain from trying to seek momentary publicity by issuing statements that we cannot sustain.

SC directions on Ministry of UD petition: The MoUD’s request for a six month extension was made infructuous by the SC on the 28th of May as was expected because it did not visualise or offer any plan for repair of the situation while demanding the relief. We have maintained that unless the Government of Delhi and the MoUD are made respondents in the case, the SC order will continue to be attempted to be defeated by the state using one means or the other. It is a time to restate our line of thinking: while the SC order is valid in that it is pointing to the violation of law, the absence of any pressure on the government to come up with a time-bound resettlement and rehabilitation plan is causing the law makers to twist the law to suit the situation. This is not a positive signal but a frustrated response. The Government should have presented the SC with a credible plan to create office and retail spaces for affected retailers and then asked for time to action the plan. This way both parties would have been protected and a better city plan could have been developed.
