Launch of NDPA: As communicated and promised in the last newsletter, the New Delhi People’s Alliance was officially launched on 23rd December at a Press Conference attended by forty media persons and representatives of the groups that are part of the Alliance. As on date, 30 civil society groups are represented on the NDPA panel with URJA included as one member group. One of the key decisions taken by the NDPA panel is to intervene in the court with a proposal to ask for the formation of an expert committee to design and plan a better city. DISCOMS & DERC Jugalbandi : RWAs have expressed disappointment at the manner in which the DERC has jumped to the defence of DISCOMS terming their performance as indicative of the health of the reform process. Our experience is completely otherwise. A recent exhibition conducted to impress residents about the sme was seen to be a clever attampt to cloak the real situation which was revealed in a City Survey conducted by people’s Action in association with URJA [ See next para ]. Important points have been raised by our members on this issue: If the DISCOMS have indeed reduced losses to the tune of Rs 1000 crores as claimed by DERC, why have there been no tariff cuts so far? If the reforms process is so effective, why is there no power for the city even after four and a half years of privatisation ? Clearly, the issue is far from settled and all RWAs need to continue to press for a review of the tariff fixation and agreement policies in the DVB privatisation deal.
People’s Action + URJA City Survey results: The City Survey conducted by us found voluntary responses flowing in from all sectors of the city allowing us a better understanding of your views on various issues that are affecting us as citizens of Delhi. A comprehensive survey is also being undertaken on phone and email to establish boad based opinions on the very crucial questions asked in the survey. Notable results: 89% of those who responded so far have confirmed that they think DISCOMS are making undue profits. 65 % say their Councillors are corrupt. Many are silent on the issue. On performance of Councillors only 17% are satisfied, the rest categorising them as average, poor or very poor. Similarly, Delhi Government has only 10% approval of policies, with 45 % terming its performance as average and another 45% calling it poor or very poor. Most RWAs agree with the theory of a Mall lobby at work to justify sealings and demolitions. Above all, 84% of RWAs that responded have said that they have a good candidate in mind for the coming municipal elections.
Master Plan 2021, increasing wards and trifurcation of MCD: The issue of the Master Plan and its contents have become a hot debate and residents and RWAs have a right to be consulted on all aspects of it. Following the pressure form legislators to be presented with the draft plan, it is time RWAs also demanded a similar exercise to be aware of all conditions in the plan. Similarly, while the move to break down numbers of existing wards to a maximum of 50000 voters per ward is welcomed, the idea that a trifurcation of MCD will solve our problems is misplaced. The problem with such an idea is that it has no logical basis. Mr. Sanjay Kaul, President, People’s Action has proposed that if MCD has to be broken down into smaller parts, it must be divided along Lok Sabha constituencies in Delhi to allow for a direct correlation between the elected representative and the performance of the civic agency in that area. It has now been decided that these two proposals, along with the main issue of influencing the results of MCD elections will be discussed at a Convention fixed for the 18th of January at the IIC
